Flower Street) <br />November 7, 2024 <br />Page 5 <br />4 <br />6 <br />4 <br />1 <br />•Removal of non-historic vinyl window (Window E7) and replacement with metal- <br />framed sliding glass door (Door P5) in an enlarged opening; <br />•Removal of two paired 15-light wood-sash sliding windows (Windows E7), <br />enlargement of openings at this location, and installation of a single metal French door <br />and light assembly (Door P6). <br />Analysis of the Issues <br />Secretary of the Interior’s Standards <br />The proposed project, as conditioned, will generally conform to the Secretary of the <br />Interior’s Standards (“SOIS”) for the Treatment of Historic Properties with Guidelines for <br />Preserving, Rehabilitating, Restoring, & Reconstructing Historic Buildings (Kay D. Weeks <br />and Anne E. Grimmer, revised 2017). The proposed exterior modifications, as <br />conditioned, are best evaluated under for the Secretary of the Interior’s Rehabilitation <br />Standards. Staff has reviewed the proposed exterior modifications for compliance with <br />the Rehabilitation Standards. The following summarizes Staff findings for each of the ten <br />Standards: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />As conditioned, the project complies with Standard No. 1. The project does not <br />propose to change the property’s historic and current use as a residence. Changes <br />involving character-defining features would be limited mostly to the removal and <br />replacement of historic windows and doors on the secondary and rear elevations, <br />where public visibility is limited. <br />Proposed alterations that would remove materials from the residence and garage <br />center on the replacement of existing windows and doors, including some historic <br />and all non-original features. Character-defining historic features proposed for <br />removal include the like-for-like replacement of two wood horizontal windows and <br />one metal casement window on the north-façade, the 15-light wood-sash window <br />assemblies facing the rear patio from the west façade, and the wood French doors <br />facing the patio from the south façade. Although these alterations would remove <br />historic materials and features, this work would be confined to façades facing the <br />enclosed side and back yards, which constitute private space with limited or no <br />visibility from the right-of-way. Other proposed changes to the windows and doors <br />would remove non-historic features on both the residence and garage, specifically <br />vinyl windows, the non-historic front and secondary doors, and the existing metal <br />roll-up garage door. <br /> <br />The proposed window and door alterations would also involve the removal and/or <br />addition of some existing stucco siding at several locations and two to three linear <br /> <br /> <br />
