HEMA No. 2024-04 – The C.J. Young House (2208 N. Flower Street)
November 7, 2024
Page 8
4
6
4
1
modeling new features on the standards of the Ranch style and general
characteristics of the property. Standard 3 is therefore satisfied.
4. Changes to a property that have acquired historic significance in their own right
will be retained and preserved.
Standard 4 does not apply, as the project will not remove any significant features
that were added over time.
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property shall be preserved.
As conditioned, the project is not subject to Standard No. 5. The property, an
ordinary 1950s tract house and detached garage constructed of common,
commercially produced materials, does not possess any distinctive features,
finishes, and construction techniques or examples of craftsmanship per se. For
analysis of the project’s treatment of character-defining features and historic
materials, please the discussion under Standards No. 1, 2, and 9.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and
physical evidence.
Standard No. 6 does not apply because this project does not propose to repair or
replace any deteriorated historic feature.
7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
Standard 7 does not apply, as the project does not propose the use of any chemical
or physical treatments on the building.
8. Archaeological resources will be protected and preserved in place. If such
resources must be disturbed, mitigation measures will be undertaken.
Standard 8 does not apply, as there are no known archaeological resources on-
site and the project does not propose any grading or excavation that would uncover
any archaeological resource.
9. New additions, exterior alterations, or related new construction will not destroy
historic materials, features, and spatial relationships that characterize the property.
The new work shall be differentiated from the old and will be compatible with the
