However, to compensate for this loss of <br />historic fabric, the project has been designed thoughtfully to maintain and restore the historic <br />integrity of the residence’s primary façade by retaining all existing historic windows on that <br />façade, restoring the tripartite steel casement focal window (reversing an incompatible <br />window change-out), and preserving the historic character of the porch with addition of new, <br />yet compatible, brickwork and wood-panel front door. Additional alterations to the north and <br />south facades, which are of limited or no visibility from the right-of-way, respect the historic <br />character of the residence by removing a non-historic door and window on the south <br />elevation and introducing stylistically compatible multi-light metal-sash windows to two <br />locations on the north elevation. This ensures that all other proposed window and doors are <br />consistent with the historic materials and character of the residence and with the Ranch style <br />in general. Overall, despite some discrepancies with the Standards, the project maintains <br />the integrity of the property such that its historic character will remain readily apparent from <br />the public right-of-way, and the property would continue to be eligible as a contributor to the <br />Floral Park Historic District. <br />The role of the Historic Resources Commission is to issue a Certificate of Appropriateness <br />upon finding that the proposed modifications do not substantially change the character and <br />integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the <br />Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government <br />agreement with the State of California. Staff finds that the historic exterior modification <br />application meets the necessary criteria to be awarded a Certificate of Appropriateness and <br />should be approved. It is also recommended that staff approve the exact materials and <br />finishes to be used prior to installation to ensure quality and compatibility. <br />Public Notification <br />The project site was posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property <br />owners within 500 feet of the project site. In addition, staff contacted the Floral Park <br />Neighborhood Association to ensure they were aware of the project and public hearing. <br />At the time of this printing, no correspondence, either written or electronic, had been <br />received from any members of the public. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is <br />exempt from further review under Section 15331, Class 31, as this action is designed in <br />a manner consistent with the Secretary of Interior’s Standards. Based on this analysis, a <br />Notice of Exemption, Environmental Review No. 2024-85 will be filed for this project. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />  <br />    <br />
