Poinsettia Street) <br />July 9, 2025 <br />Page 3 <br />5 <br />1 <br />2 <br />6 <br />including multi-pane hung, fixed, and casement windows of both wood and vinyl sashes; <br />glazed wood doors; and clay ornamental features, specifically false canales. A non- <br />historic stuccoed privacy wall along the north property line wall encloses the side and <br />back yards. On the north elevation, near the front of the residence, is the stuccoed <br />chimney, featuring a molded stucco triangle feature. Facing the side yard is one of three <br />secondary entrances, which features a small porch, ten-light French doors, and historic <br />wood hung windows with six-light upper and single-pane lower sashes. The porch, which <br />occupies a recess in the north elevation is sheltered by exposed beams emanating from <br />the exterior wall. The other entrances are located on the east elevation of the original rear <br />of the residence and north elevation of the addition and feature glazed wood doors. Both <br />entrances are accessed by short sets of steps with roughly identical stuccoed curved <br />balustrades topped with tile coping. Windows on the historic sections of the secondary <br />elevations are uniformly wood-sash units, with configurations that include multi-light fixed, <br />hung with multi-light upper and fixed lower sashes, and multi-light casements. Windows <br />throughout the rear addition feature vinyl sashes and are configured to complement the <br />historic character of the house with vertically sliding operability, multi-pane sashes, and <br />elements suggesting ogee lugs. <br />Situated at the far eastern end of the parcel, the detached garage was constructed in <br />2012 to complement the historic appearance of the property. It is rectangular in plan, <br />sheathed in stucco, and capped with a flat roof concealed by a minimally shaped parapet <br />with tile coping. The roll-up garage door faces a short driveway to the north, accessing <br />Edgewood Road. The property is landscaped with a front lawn, low shrubs, mature <br />ornamental trees, and various flowering plants. <br />Character-defining features of the Spanish Colonial Revival style exhibited by the house <br />include, but are not necessarily limited to, its asymmetrical wing-and-gable composition; <br />clay-barrel-tile roofing; portico with pyramidal and arched openings; front patio with low, <br />stuccoed privacy wall; side porch (north façade) with extended-beam shelter; wood-sash <br />windows in various configurations; recessed, segmental-arch window surrounds on the <br />primary façade; ornamental details including the clay gable vent, oeil de boeuf, false <br />canales (where they are original to the building), and molded triangle feature on the base <br />of the chimney; and front lawn with associated foliage. <br />The Mills House qualifies for listing in the Santa Ana Register of Historical Properties <br />under Criterion 1 as an intact example of a Spanish Colonial Revival-style home in Santa <br />Ana. Located in Park Santiago, the house was constructed in 1925. The recommended <br />categorization is “Contributive” because it contributes to the overall character and history <br />of its neighborhood and is a good example of period architecture (Santa Ana Municipal <br />Code, Section 30-2.3). <br />Public Notification <br />The subject site is located within the Park Santiago Neighborhood Association. The <br />president of this Neighborhood Association was notified by mail 10 days prior to this public <br />hearing.
