6 SIGNIFICANT AND UNAVOIDABLE ENVIRONMENTAL EFFECTS <br />of Overriding Considerations, the City has determined that this impact is acceptable based on <br />specific overriding considerations found in Chapter 8 below. <br />Explanation of the Rationale: The rationale and facts supporting the above finding are fully <br />developed in Section 4.12, Recreation, pages 4.12-15 through 4.12-18 of the Draft Supplemental <br />EIR. The following presents a summary of that rationale: <br />Together with the contribution from the Project's maximum buildout of 3,815 persons and 7.5 <br />acres of publicly accessible parks/recreation facilities and open space, the Project plus the related <br />projects would result in a total of 14,273 persons and 21.4 acres of publicly accessible <br />park/recreation facilities and open space, for a ratio of 1.5 acres per 1,000 residents. While the <br />Project and the related projects would improve the GPU buildout's parkland -per -resident ratio and <br />would be required to provide park and recreational facilities and/or pay in -lieu fees as required by <br />the municipal code, due to the lack of available land to develop new parks or expand existing <br />facilities, the ratio would still remain below the CPU's parkland standard. For this reason, the <br />Project's incremental contribution relating to the deficiency of parkland within the City would be <br />cumulatively considerable. No feasible mitigation measures were identified in the GPU EIR to <br />reduce this impact to a less than significant level and there remain no feasible mitigation <br />measures.
