8 FINDINGS REGARDING GROWTH -INDUCING IMPACTS <br />not remove obstacles to growth through changes in existing regulations pertaining to land <br />development. (Draft Supplemental EIR, pp. 5-16 — 5-17.) <br />Result in the Need to Expand One or More Public Service Facilities to Maintain Desired <br />Levels of Service <br />Implementation of the Project would result in increased demand for fire protection, police <br />protection, school services, and recreational facilities. The provision of new or physically altered <br />government facilities is typically associated with unplanned population growth or new residential <br />development. Buildout of the Project would not increase demand beyond that assumed for <br />buildout of the South Bristol Street Focus Area in the GPU PEIR, and thus, would not be <br />considered unplanned population growth. Further, the Project would adhere to regulations and <br />requirements such as undergoing site plan review by the Orange County Fire Authority and Santa <br />Ana Police Department and payment of facility fees and developer/impact fees. Therefore, the <br />Project would not result in the need to expand one or more public service facilities to maintain <br />desired levels of service. (Draft Supplemental EIR, p. 5-17.) <br />Involve Some Other Action that Could Encourage and Facilitate Other Activities that Could <br />Significantly Affect the Environment <br />The Project involves a zoning amendment to replace the existing SD-48 zoning of the Project site; <br />however, the proposed amendment is specific to the allowable land uses at the Project site. The <br />Project would not propose changes to any of the City's building safety standards (i.e., building, <br />grading, plumbing, mechanical, electrical, or fire codes). The Project would comply with all <br />applicable City plans, policies, and ordinances. In addition, project features and mitigation <br />measures have been identified to reduce potential environmental impacts to the amount feasible. <br />Therefore, the Project would not involve some other action that could encourage and facilitate <br />other activities that significantly affect the environment.
