4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />Explanation of the Rationale: Construction and operation of the Project would increase demand <br />for fire protection and emergency medical services over existing conditions. However, the Project <br />would be consistent with the land use designations proposed in the GPU PEIR; thus, no new <br />substantial unplanned growth would occur that was not previously analyzed in the GPU PEIR. <br />Additionally, while the calls for service from the additional population and employment at the <br />Project site could result in an increase in response times from nearby fire stations, Orange County <br />Fire Authority (OCFA) fire protection equipment and staffing may be augmented by the City, as <br />needed, and the Project would include payment of applicable fees to the City's general fund <br />towards fire protection facilities. Additionally, the Project would comply with OCFA's Fire <br />Prevention Guideline B-09 related to access driveways, access walkways to and around <br />buildings, water supply, and siting of hydrants consistent with the California Fire Code and <br />California Building Standards Code. Therefore, the Project's impacts on fire protection services <br />would be less than significant. (Draft Supplemental EIR, pp. 4.11-14 — 4.11-15.) <br />Threshold PP-1: The Project would not result in substantial adverse physical impacts <br />associated with the provision of new or physically altered police protection <br />facilities, the construction of which could cause significant environmental <br />impacts, in order to maintain acceptable service ratios and response times <br />or other performance objectives for police protection services. <br />Findings: The City finds that the Project would result in less -than -significant impacts to public <br />services related to police protection services. (Draft Supplemental EIR, pp. 4.11-15 — 4.11-17.) <br />Explanation of the Rationale: The Project would be consistent with the land use designations <br />proposed in the GPU PEIR; thus, no new substantial unplanned growth would occur that was not <br />previously analyzed in the GPU PEIR. Nonetheless, this anticipated growth generated by the <br />Project would increase service calls but is expected to create the typical range of police service <br />calls, which may relate to crime and safety issues during project construction (e.g., theft of building <br />materials and construction equipment and vandalism) and during project operation (e.g., vehicle <br />burglaries, thefts, commercial shoplifting, and disturbances). The Santa Ana Police Department <br />would review and approve the final site plans to ensure that Crime Prevention through <br />Environmental Design measures are incorporated into the Project's design. Additionally, the <br />Project would generate revenues for the City's general fund (in the form of property taxes, sales <br />tax, etc.) that could be used for the provision of new police facilities in the City. Therefore, the <br />Project's impacts on police protection services would be less than significant. (Draft Supplemental <br />EIR, pp. 4.11-15 — 4.11-17.) <br />Threshold SS-1: The Project would not result in substantial adverse physical impacts <br />associated with the provision of new or physically altered school facilities, <br />the construction of which could cause significant environmental impacts, in <br />order to maintain acceptable service ratios and response times or other <br />performance objectives for school services. <br />Findings: The City finds that the Project would result in less -than -significant impacts to public <br />services related to school services.
