BUSINESS IMPROVEMENT DISTRICT (BID} UPDATE <br />Ad Hoc Committee Members, Chairperson Sarmiento and Commissioner <br />Rigoberto Rodriguez provided an update and review of the process to <br />date, including the policy options and policy domains that had been <br />presented at the Regular Meeting of September 21, 2004. It was <br />reiterated that the Commission's key mandate at this time was 1) to <br />prepare a budget proposal for 2005 and 2) lay out a process for 2006. <br />Through a handout presented to each Commissioner and a PowerPoint <br />presentation, Commissioner Rodriguez discussed the CRHC BID Ad Hoc <br />Committee Budget Recommendations for 2005. Three budget options <br />had been prepared for the Commission and the BID members to consider. <br />These options included A) a 100 percent assessment fee, B) a 50 percent <br />assessment fee, and C} no assessment fee (current). A matrix of <br />benchmarked revenue for each option was provided - the BID <br />assessment fee percentage, unencumbered BID funds, Capital funds, and <br />total revenue available. Also considered for each option was the baseline <br />of City services -maintenance andlor security services, BID consultant, <br />promotion events (Latino flavor and mainstream), and administration. <br />A lengthy discussion ensued on the three budget options. The BlD Ad <br />Hoc Committee recommended Option B, a mixture of Options A and C. <br />Each Commissioner offered hislher recommendations on the various <br />budget options. Through consensus, it was 1 } again determined that <br />rather than consider all policy domains and recommendations for this <br />year, the Commission's focus would be "short term" and be given to <br />presenting an annual BID report to the City Cleric - as part, cone-year <br />budget would be presented and 2) sup~ort the Ad Hoc Committee's <br />recommendation for Option B or a new 4t option, depending on input at <br />the upcoming cammunity forum. <br />The final step in this year's community engagement process would be the <br />second community forum, which would be held on Tuesday, October 12, <br />2004, 7:30-9:30 a.m., at the Santa Ana Performing Arts and Events <br />Center. Letters of invitation are being sent in both English and Spanish <br />to all BID members and participants. The focus of the upcoming forum <br />will be to 1 } discuss the three budget options, 2} select one of the three <br />options or form a fourth option and in so doing, 3) prioritize the activities to <br />fund for the 2005 calendar year. Input will be used to prepare awell- <br />informed budget proposal that wi11 equitably benefit all BID members, not <br />~ just specific streets. <br />CRHC MINUTES 4 OCTOBER 5, 2004 <br />
