Mrs. <br />Pat Healy, Clerk of the Council, reported on the recent Charter amendments <br />regarding attendance of board~commissivn members and declaring office <br />vacancies due to absences. Highlights of the presentation included: <br />^ Santa Ana is a Charter Cityv~hoe posers are granted bythe California <br />Constitution and governed by a Iloter~appraved Charter. <br />^ The Charter includes Boards anal Commissions. <br />^ 'his Community Redevelopment and Housing Commission ~CRHC} is <br />an advisory board to the Community Redevelopment Agency and the <br />City Council. <br />the Bro~rn Act and Conflict of Interest are major statutes applicable to <br />Commissiar~ers. <br />The Bro~rr~ Act policy calls for "actions" and "deliberations" to be taken <br />openly, <br />^ A meeting quorum for the CRHC is four. <br />"Non~meetir~gs"and "feria!
