Emergency Shelter Grant (ESG}; and the Housing Opportunities for <br />Persons with AIDS (HOPWA}, <br />• The Consolidated Plan includes. city demographics; evaluation of housing <br />needs; evaluation of current housing market, strategic plan; application for <br />HUD funds; one-year plan to implement Strategic Plan; and the Citizen <br />Participation Plan. <br />• The Citizen Participation Plan ensures that stakeholders are involved in the <br />preparation and evaluation of the Consolidated Plan, the Annual Action <br />Plan, the Amendments to the Consolidated Plan and Action Plan, and the <br />year-end performance. <br />• The Action Plan is due to HUD by May 95 and serves as the link between <br />the objectives of the Consolidated Plan and the use of HUD funds for <br />specific activities aver a 12-month period (July 1 through June 30). <br />• The Consolidated Annual Performance & Evaluation Report (CAPER) is <br />due to HUD 90 days after the end of the fiscal year or September 28. <br />A discussion ensued. Mrs. Landry-Boyle and Mr. Linares addressed <br />questions from the Commissioners.
