Mr. Hermance provided a PowerPoint presentation describing the Proactive <br />Rental Enforcement Program {PREP) and answered questions from the ~ <br />Commissioners. Highlights included: <br />• PREP is a systematic inspection program of all residential rental properties <br />developed in 1992. Complaints since then have decreased dramatically, <br />• These rental properties are inspected to promote public heath, safety and <br />welfare by correcting code violations, which are a threat to the occupant's <br />safety or to the structural in#egrity of the building or a negative impact on <br />the surrounding neighborhood. <br />• The Rental Housing Task Force was established to be an advisory group <br />for the PREP and consists of twelve members. <br />• Every residential rental property is assessed a fee of $17.50 per unit per <br />year to provide funding for eight positions. The fee is collected by the <br />Finance Agency each December. <br />• The Gold Seal Incentive Program provides exemptions from the Rental <br />Inspection Fee for exemplary rental properties. The qualification process <br />includes: evaluation of applicant's management practices; exterior <br />inspection of applicant's property; and interior inspection of random units. <br />• The Rental Housing Task Force unanimously endorsed the extension of <br />the PREP through December 2011. <br />• Various other jurisdictions have shown interest in the PREP, <br />It was suggested that this presentation be made to the Commission once a <br />year. <br />MISCELLANEOUS ADMINISTRATION <br />5.
