COMMENTS <br />4. PUBLIC COMMENTS -None <br />5. STAFF MEMBER COMMENTS <br />Cindy Nelson <br />• Informed the Commission that a contract with the IBI Group of Irvine for $1.4 <br />million was approved by City Council at last night's meeting to prepare the Santa <br />Ana Regional Transportation Center Master Plan. A study is being <br />commissioned to include circulation, parking, service needs for all travelers <br />coming and going out of the train station, and the possibility far a remote check- <br />in facility. After future transit needs on the train station property are figured out, <br />it will be determined whether what remains can be used for retail commercial <br />purposes. This is a lengthy 18-month process to run in tandem with the work <br />being done on the streetcar project. <br />• Mentioned a meeting with the County of Orange regarding an MOU between the <br />City and the County for the planning and reuse of the County Yard on Fruit <br />Street. In exchange for up zoning the property and the planning work, the City <br />requested first rights to purchase and develop the County property. The County <br />was receptive and an MOU is currently being drafted and will go to the Board in <br />the next 30-45 days. <br />• Updated the Commissioners on the Park and Community Center in the phase 1 <br />plan. Following two meetings before the School board, formal action will be <br />taken in April. Staff has authority to engage an architect and begin work at <br />Garfield school and will kick off the conceptual planning process soon, Work <br />includes eliminating portables, building a new two-story classroom building, <br />renovating playing fields including new landscaping, relocating the teacher <br />parking lot, and working on the designing of the 10,000 square foot Community <br />Center on the park adjacent to Garfield School. There is a new state grant <br />opportunity under Prop 84 specific to urban and infill funds far parks due at the <br />end of April, which we could use to finish acquiring the property and making <br />green space for this $10m project. <br />• Noted that progress is being made as staff continues to work with SACReD and <br />others in the community to address their concerns. <br />• Announced that the transit zoning code and the Related project are on schedule <br />to go to the City Council in May for approval. <br />6. COMMISSION MEMBER COMMENTS <br />Commissioner Rem <br />• Asked if the chain link fence at Garfield School could be replaced with wrought <br />iron fencing. Ms. Nelson will inquire and report back. <br />• Requested a BristoUMemory Lane update.
