Therefore, construction fuel consumption would not be any more inefficient, wasteful, or <br /> unnecessary than other similar development projects. <br /> The Project's operational automotive transportation at full buildout is estimated to result in a net <br /> increase that would account for 0.493 percent of the City and 0.053 percent of the County's <br /> forecasted annual consumption of fuel for the buildout year of 2045. As such, the Project would <br /> account for a nominal percentage of the forecasted annual operational automotive fuel <br /> consumption for both the City and County and,thus,would have a nominal effect on the local and <br /> regional energy supplies. The Project's operational energy consumption at full buildout would <br /> result in a net increase of approximately 0.602 percent in electricity consumption and <br /> approximately 0.309 percent in natural gas consumption of the City's consumption in for the <br /> buildout year of 2045. The Project would also be required to comply with the most current and <br /> applicable version of the Title 24 Building Energy Efficiency Standards and CALGreen Code. <br /> Overall, the Project would account for a nominal energy consumption percentage of the City and <br /> County's annual energy consumption. Therefore, the Project would not result in a significant <br /> increase in construction and operational energy consumption. As such, impacts resulting from the <br /> Project would be less than significant. (Draft Supplemental EIR, pp. 4.3-11 —4.2-18.) <br /> Threshold E-2: The Project would not conflict with or obstruct a state or local plan for <br /> renewable energy or energy efficiency. <br /> Findings: The City finds that the Project would result in less than significant impacts to energy <br /> related to conflict with or obstruct a state or local plan for renewable energy or energy efficiency. <br /> (Draft Supplemental EIR, pp. 4.3-19—4.3-23.) <br /> Explanation of the Rationale: The Project.would comply with the State and regional plans for <br /> renewable energy and energy efficiency. State and regional plans for renewable energy and <br /> energy efficiency include the California Energy Commission's Integrated Energy Policy Report <br /> and Title 24 standards, including the CALGreen Code. The Project would meet the most current <br /> and latest Title 24 standards for energy efficiency and incorporate all applicable energy efficiency <br /> measures (solar panels, high efficiency lighting, energy efficient appliances, etc.). Compliance <br /> with Title 24 standards, including the CALGreen Code, would ensure the Project's consistency <br /> with the Integrated Energy Policy Report building energy efficiency recommendations, which <br /> would, in turn, ensure project conformance with the State's energy reduction goals. The Project <br /> would also comply with applicable energy goals and policies in the GPU. As such, impacts <br /> resulting from the Project related to consistency with adopted energy conservation plans or <br /> state/local energy standards for renewable energy or energy efficiency would be less than <br /> significant. (Draft Supplemental EIR, pp. 4.3-19 --4.3-23.) <br /> Cumulative Impacts: The Project would not result in cumulative impacts concerning energy. <br /> Findings: The City finds that the Project would result in less than significant cumulative impacts <br /> related to energy. (Draft Supplemental EIR, pp. 4.3-24 --4.3-26.) <br /> Explanation of the Rationale: The Project's electricity demand would not significantly increase <br /> Southern California Edison's total electricity demand for its service population, and the Project's <br /> natural gas demand would be nominal compared to SoCalGas' total natural gas demand for its <br /> service population.
