8. Assist staff with the development of Request for Proposals (RFPs)for <br /> the review and selection of various professional services providers during <br /> the course of an engagement. <br /> 9. Perform other financial advisory services and/or special projections as <br /> may be required by the Executive Director of Finance. <br /> 10. On annual basis review and amend (if necessary) the City's Policies; for <br /> compliance with applicable rules and regulations, including but not <br /> limited to the following: Continuing Disclosure; Debt Management; <br /> Statement of Investment Policy; and Fiscal/Reserve Policy. <br /> The City's objectives for a General Financial Advisory Services (bond financing related) <br /> include, but are not limited to the following: <br /> 1. Review of existing bonds and restructuring opportunities of outstanding <br /> debt. <br /> 2. Provide financial analysis and scenarios for various financial purposes. <br /> 3. Understand bond defeasance and refinancing under post-redevelopment. <br /> 4. Provide information and forecasts of economic and general market conditions. <br /> 5. Assist with the preparation of meetings including development of financing <br /> schedule, meeting agenda, and the preparation of minutes. <br /> 6. Provide financial presentations to the City Council, City Council Committees <br /> and/or other governing boards. <br /> 7. Advise on timing, method, structure of bond sales and assist with coordination <br /> of bond financing team. <br /> 8. Assist staff with the development of RFPs for the review and selection of <br /> various professional services providers ("Bond Team")during the course of <br /> a debt issuance. <br /> 9. Assist with the review of legal and financing documents in <br /> coordination with the Continuing Disclosure Committee, the City <br /> Attorney's Office, bond counsel, and underwriter. <br /> 10. Assist with the development of credit rating strategies for full <br /> optimization which may include presentation materials, phone calls <br /> and/or meetings with rating agencies. <br /> The City's objectives for a Dissemination Agent-include, but are not limited to the <br /> following: <br /> 1. Work with the Continuing Disclosure Committee in developing and posting <br /> the annual continuing disclosure reports. <br /> 2. Conduct Continuing Disclosure Training on as needed basis. <br /> 3. Consultant shall develop a database of all the City's continuing disclosure <br /> requirements. The Consultant shall use the database as a mechanism to <br /> monitor, track, and review reporting and filing requirements including <br /> commitments outline in the continuing disclosure agreements, indentures, <br /> leases,and all other applicable agreements. <br />
