AMENDMENT TO <br /> MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE CITY OF SANTA ANA AND <br /> THE SANTA ANA POLICE OFFICERS ASSOCIATION <br /> FOR FISCAL YEARS 1990-91, 1991-92 AND 1992-93 <br /> The "Memorandum of Understanding Between the City of Santa Ana and the <br /> Santa Ana Police Officers Association for Fiscal Years 1990-91, 1991-92 and <br /> 1992-93," executed December 10, 1990, is hereby amended in the following <br /> particulars: <br /> ARTICLE XI is amended by adding Section 11 to read as follows: <br /> Section 11. Catastrophic Leave Donation. In order to assist employees <br /> otherwise granted leave of absence without pay by the City Manager <br /> because of a catastrophic non-industrial medical condition or injury, the <br /> City and Union agree to implement a Catastrophic Leave Donation Procedure <br /> on a trial basis. The trial period shall be from April 1, 1991 through <br /> the balance of the term of this Agreement. Unless otherwise agreed to by <br /> the City and the Union, this trial period shall not extend beyond the <br /> term of this Agreement. <br /> Nothing herein shall be construed to alter City policies and <br /> procedures as provided in the Charter or ordinances of the City of Santa <br /> Ana or other provisions of this Agreement with regard to granting unpaid <br /> leaves of absence. <br /> A. Guidelines. It shall be understood that all donations <br /> under this procedure are voluntary and subject to taxation for both <br /> the donor and recipient. <br /> 1. Employees may donate vacation or compensatory time or <br /> one in-lieu holiday to the eligible employee. In no event <br /> shall sick leave be donated. <br /> 2. Employees shall be provided a two-week period to <br /> submit donations. Donations received after this two-week <br /> period shall not be processed. The two-week period for each <br /> case shall be designated by the department head or his/her <br /> designee as provided herein below. <br /> 3. Donations shall be for a minimum of two (2) hours and <br /> a maximum of eight (8) hours per donor. All donations must be <br /> made in two-hour increments, except in-lieu holidays must be <br /> for eight (8) hours. <br /> 4. Any authorization of donations not made in accordance <br /> with the procedures outlined in Section C, subparagraph 2 <br /> below, will not be processed. <br /> 5. All donations shall be irrevocable. <br />
