Section 15. Creation of Compensation Time Bank. <br /> A. Any member of the association who works overtime <br /> can designate that he or she will contribute the value of such <br /> time worked to a bank for use by members of the Association for <br /> the purposes and subject to the restrictions provided herein. <br /> B. Any member of the Association may receive time off <br /> for the welfare of officers , community service and any lawful <br /> activity of the Association with pay drawn from the bank des- <br /> cribed in paragraph "A" of this section , provided that said em- <br /> ployee first gain approval for said use by the executive board of <br /> the Association in the manner specified by its rules as adopted <br /> from time to time, and subject to the approval or disapproval of <br /> the Chief of Police consistent with the operational needs of the <br /> Police Department. <br /> C. No withdrawal or use of such bank may be made by or <br /> on behalf of an employee ordered to take time off without pay for <br /> discipline imposed by the Chief of Police of his designer. <br /> Section 16. Declaration of State of Emergency. Emergencies <br /> shall be governed by the provisions of Santa Ana Municipal Code <br /> Section 9-194. <br /> ARTICLE IX - HOLIDAYS <br /> Section 1. Legal holidays observed by full-time permanent <br /> and probationary employees of the City of Santa Ana are as follows : <br /> January 1st - New Year' s Day <br /> Third (3rd) Monday in February - In memory of George <br /> Washington' s Birthday. <br /> Last Monday in May - In commemoration of Memorial Day. <br /> July 4th - In observance of Independence Day. <br /> First ( 1st) Monday in September - In observance of Labor <br /> Day. <br /> November llth - In observance of Veteran' s Day. <br /> Fourth ( 4th) Thursday in November - In observance of Thanksgiving <br /> Day. <br /> The Friday immediately following Thanksgiving Day. <br /> December 25th - In observance of Christmas Day. <br /> One (1) Floating Holiday - Any workday selected by the <br /> employee with prior permission of the employee' s supervisor. <br /> -18- <br />
