STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br /> <br />Section 13477.6 of the Water Code authorizes the Small Community Grant Fund. <br />The Small Community Grant Fund allows the State Water Board to provide grant <br />funding assistance tosmall, disadvantagedcommunities and small severely <br />disadvantaged communities that may not otherwise be able to afford a loan or similar <br />financing for projects to comply with requirements of this General Order.The State <br />Water Board also considers loan forgiveness on a disadvantaged community-specific <br />basis. <br /> places <br />priority on the funding of projects that address: <br /> Public health; <br /> Violations of waste discharge requirements and National Pollutant Discharge <br />Elimination System (NPDES) permits; <br /> Providing sewer system service to existing septic tank owners; and <br /> High priority public health and water quality concerns identified by a Regional Water <br />Board. <br />3.6. Notification to Interested Parties <br />On January 31, 2022, the State Water Board notified interested parties and persons of <br />its intent to reissue Sanitary Sewer Systems General Order 2006-0003-DWQ by issuing <br />a draft General Order for a 60-day public comment period. State Water Board staff <br />conducted extensive stakeholder outreach and encouraged public participation in the <br />adoption process for this General Order. On March 15, 2022, the State Water Board <br />held a public meeting to hear and consider oral public comments. The State Water <br />Board considered all public comments prior to adopting this General Order. <br />THEREFORE, IT IS HEREBY ORDERED, that pursuant to Water Code sections 13263, <br />13267, and 13383 this General Order supersedes Order 2006-0003-DWQ, <br />Order WQ 2013-0058-EXEC, and any amendments made to these Orders thereafter, except <br />for enforcement purposes and to meet the provisions contained in Division 7 of the Water <br />Code (commencing with section 13000) and regulations adopted thereunder, and the <br />provisions of the Clean Water Act and regulations and guidelines adopted thereunder, the <br />Enrollee shall comply with the requirements in this Order. <br />4. PROHIBITIONS <br />4.1 Discharge of Sewage from a Sanitary Sewer System <br />Any discharge from a sanitary sewer system that has the potential to discharge to <br />surface waters of the State is prohibited unless it is promptly cleaned up and reported <br />as required in this General Order. <br />4.2. Discharge of Sewage to Waters of the State <br />Any discharge from a sanitary sewer system, discharged directly or indirectly through a <br />drainage conveyance system or other route, to waters of the State is prohibited. <br /> <br />ORDER 2022-0103-DWQ December 6, 2022 <br />17 <br /> <br />
