determined to be consistent with the General Plan of the City of Santa <br /> Ana and otherwise justified by the public necessity convenience and <br /> general welfare. <br /> Section 2. The City prepared a Draft Supplemental Environmental Impact <br /> Report (SEIR) that analyzed the Project's environmental impacts in accordance with <br /> the California Environmental Quality Act (Public Resources Code, §§ 21000 et seq., <br /> CEQA), the regulations promulgated thereunder (14 Cal. Code of Regulations, §§ <br /> 15000 et seq., the CEQA Guidelines), and the City's Local CEQA Guidelines. The Draft <br /> SEIR was made available for public review for 52 days between April 17, 2025, and <br /> June 9, 2025. The document was made available online at the City's website and <br /> available for review at City Hall and the Southwest Senior Center in hard copy form. In <br /> response to comments received on the Draft SEIR, the City prepared a Final SEIR <br /> and released it to the public on August 4, 2025. The Final SEIR is attached hereto as <br /> Exhibit B and incorporated herein by reference. The City Council Resolution <br /> recommends certification of the Final SEIR (SCH No. 2020029087), adoption of <br /> findings under CEQA, and adoption of the Mitigation Monitoring and Reporting <br /> Program and the Statement of Overriding Considerations, and among other things, <br /> properly assesses the environmental impact of the Project in accordance with CEQA. <br /> This Resolution incorporates by reference the environmental findings and analysis set <br /> forth in the Resolution for the Final SEIR (SCH No. 2020029087) as if fully set forth <br /> herein. <br /> Section 3. The City Council of the City of Santa Ana, after conducting the <br /> public hearing, hereby approves the AA No. 2025-01, and specifically, approves and <br /> adopts The Village Santa Ana Specific Plan (SP-6), a true and correct copy of which <br /> is attached hereto as Exhibit C and incorporated herein by this reference. This <br /> approval is based upon the evidence submitted at the above said hearing, which <br /> includes, but is not limited to: The Request for City Council Action dated September <br /> 16, 2025, and October 7, 2025, and exhibits attached thereto; and the public <br /> testimony, written and oral, all of which are incorporated herein by this reference. <br /> Section 4. The City Council of the City of Santa Ana, after conducting the <br /> public hearing, also hereby approves the zone change for the Project Site from SD- <br /> 48-to The Village Santa Ana Specific Plan (SP-6), as set forth in Amended Sectional <br /> District Map No. 35-5-10, a true and correct copy of which is attached hereto as Exhibit <br /> D and incorporated herein by this reference. This approval is based upon the evidence <br /> submitted at the above said hearing, which includes, but is not limited to: The Request <br /> for City Council Action dated September 16, 2025, and October 7, 2025, and exhibits <br /> attached thereto; and the public testimony, written and oral, all of which are <br /> incorporated herein by this reference. <br /> Section 5. The documents and materials associated with this Ordinance that <br /> constitute the record of proceedings on which these findings are based are located at <br /> Santa Ana City Hall, 20 Civic Center Plaza, Santa Ana, CA 92701.
