INITIAL STUDYIMITI GATE D NEGATIVE DECLARATION <br />JULY 2010 FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />GeoTracker database, groundwater impacts at these properties are limited to areas immediately <br />surrounding the release site. Therefore, no significant hazards on or in the vicinity of the project site <br />currently exist that would impact the public or environment. Less than significant impacts are <br />expected and no mitigation is required. <br />E. For a project located within an airport land use plan or where such a plan has not been <br />adopted, within two miles where of a public airport or public use airport, would the project result in <br />a safety hazard for people residing or working in the project area? <br />No impact. The proposed project is not located within the airport land use plan or within two miles <br />from the airport. The nearest airport, John Wayne Airport in Santa Ana, is located approximately 5 <br />miles south from the project site. According to the Airport Environs Element of General Plan, the <br />proposed project is also located outside of the Federal Aviation Administration Notification Area. <br />Therefore, no impacts are expected and no mitigation is required. <br />F. For a project within the vicinity of a private airstrip, would the project result in a safety <br />hazard for people residing or working in the project area? <br />No impact. The project is not located within the vicinity of the private airstrip and therefore, will not <br />result in a safety hazards for people residing in the project area. No impact is anticipated and no <br />mitigation is required. <br />G. Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />No impact. The proposed project will not change the access to and from the project site in case of <br />emergency. The proposed project will widen First Street and the bridge over Santa Ana River to the <br />master planned width of 6 lanes. Access to the project will be accomplished through existing access <br />via First Street, the OCFCD maintenance road on the west side of the Santa Ana River, and the Santa <br />Ana River Bicycle Trail on the east side of the Santa Ana. During construction activities one through <br />lane in each direction will remain open. Therefore, the implementation of the proposed project would <br />not interfere with any adopted emergency plan. No mitigation is required. <br />H. Expose people or structure to a significant risk of loss, injury or death involving wildland <br />fires, including where wildlands are adjacent to urbanized areas or where residences are intermixed <br />with wildlands? <br />No impact. As shown on Figure 2 of Section 2, the project is located in an urban area and most likely <br />would not be affected by wildland fires because they tend to occur on an urban/rural fringe and in <br />undeveloped natural areas. No impact is anticipated, and no mitigation is required. <br />VIII. Hydrology and Water Quality <br />Would the project: <br />A.
