Calculations have been rounded to the nearest integer in Table 4.1 for ease of <br />expression. Under CEQA, sound barrier walls 2 and 4 are necessary to abate traffic noise with the <br />bridge replacement and road widening. <br />The construction phase of the proposed project will generate short-term construction-related noise <br />that will expose sensitive receptors to some noise levels exceeding City of Santa Ana noise standards. <br />The bridge demolition and pile driving will require use of loud construction equipment and activities, <br />which will take place during the hours allowed by the "City of Santa Ana Noise Ordinance". Loud <br />equipment will be used during the midday to provide quiet hours. Following completion of <br />demolition and street widening, noise associated with the construction will cease. <br />City of Santa Ana Noise Ordinance <br />According to the City of Santa Ana Noise Ordinance Article VI, the City is designated a Zone 1, <br />which means that exterior noise levels during the day (lam-10 pm) should not exceed 55 db, and <br />should not exceed 50 dB during the night (10 pm- 7 am). The City further exempts certain categories <br />of noise (including construction related noise) from this provision. <br />(e) Noise sources associated with construction, repair, remodeling, or grading of any real property, <br />provided said activities do not take place between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, <br />including Saturday, or any time on Sunday or a federal holiday. <br />All construction activities will be in compliance with the City Noise Ordinance, which limits <br />construction-related noise to the hours of 7:00 a.m.-8:00 p.m. weekdays and Saturdays, with no <br />construction allowed at any time on Sundays or federal holidays. <br />Although the City recognizes that construction noise is a nuisance, it acknowledges that noise is an <br />inevitable part of construction activities, which are temporary and necessary for development. <br />Construction activities are generally short-term, and noise from these activities ceases subsequent to <br />the project build out. The Municipal Code exempts construction noise from the noise ordinance by <br />scheduling construction activities during the least noise-sensitive part of the day. <br />Also, to minimize the construction noise impact for sensitive land adjacent to the project site, <br />construction noise is regulated by Caltrans Standard Specifications, Section 5-1, "Sound Control <br />Requirements," in the Standard Special Provisions. These provisions follow: <br />"Sound control shall conform to the provisions in Section 7-1.01I, Sound Control <br />Requirements, of the Standard Specifications and these special provisions. The noise level <br />from the Contractor's operations, between the hours of 9:00 p.m. and 6:00 a.m., shall not <br />exceed 86 dBA at a distance of 50 feet. This requirement in no way relieves the contractor <br />from responsibility for complying with local ordinances regulating noise level. The noise <br />level requirement shall apply to the equipment on the job or related to the job, including but <br />not limited to trucks, transit mixer or transient equipment that may or may not be owned by <br />the contractor. The use of loud signals shall be avoided in favor of light warnings except <br />those required by safety laws for the protection of personnel.
