LSA ASSOCIATES, INC. INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br />JULY 2010 FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />lines owned by AT&T which are currently located along the north side of the First Street. After the <br />completion of the improvements on the north side of the project limits the utility lines will be <br />relocated to the proposed sidewalk. The construction activities will also impact water mains. One <br />water main owned by the City is affixed to the deck on the south side of the bridge, on the outside of <br />the exterior girder. After construction of the north side of the bridge, the existing water main will be <br />relocated to the north side of the new bridge, affixed to the deck on the outside of the exterior girder. <br />A 6-inch reclaimed water main and a 2-inch electrical conduit run parallel to the Santa Ana River, on <br />the east side and crosses under the bridge. These facilities are utilized for the landscaping within the <br />channel right-of-way and will require relocation as part of the bridge construction. The final <br />relocation plans of these utility lines have not been determined yet, however, two relocation <br />alternatives are taken into consideration: <br />1. Temporary relocation by affixing the main/conduit to the slope paving during the <br />construction of the abutment, then permanently relocate the main/conduit to the abutment <br />face, at the top of slope paving, once the bridge construction is completed. This will provide <br />full access to the facilities. <br />2. Permanent relocation by installing the main/conduit in a steel casing behind the abutment, <br />crossing First Street. This will limit the future accessibility to the facilities; however, the <br />relocation could be done in single stage. <br />The construction impacts will be temporary and after relocation of the utilities, there will be no <br />additional impacts are expected. All utility lines relocation will be conducted wit the close <br />coordination with involved agencies/owners, and therefore, less then significant impacts are expected <br />and no mitigation is required. Below is a list of the utilities that could be affected and the parties that <br />the City will coordinate with for access or relocation. <br />Overhead Electrical (Southern California Edison) <br />Overhead Telephone (AT&T) <br />Gas (Southern California Gas) <br />84-inch RCP Sewer (Orange County Sanitation District) <br />Fiber Optic (Multiple Owners) <br />Storm Drain (private) <br />Water (City) <br />6-inch Reclaimed Water (County of Orange) <br />Fire protection? <br />No impact. The surrounding area is served by the Station Number 8, located just west of the project <br />site at 501 N. Newhope Street. No major changes other than bridge replacement and street widening <br />are anticipated to occur to the current configuration of First Street . Therefore, there is no additional <br />requirement or need for fire protection or emergency services or facilities in the project area.
