LSA ASSOCIATES, INC. <br />JULY 2010 <br />INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br />FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />Construction phase of the project may result in a slight increase in traffic volumes during bridge <br />demolition activities. The existing bridge consists of two separate structures (a north structure and a <br />south structure). While replacement of the north structure, south structure will remain operational, so <br />one through-lane in each direction will remain open at all times. During the replacement of the south <br />structure, north structure will carry the First Street traffic in both directions. Therefore, the proposed <br />project will not produce significant traffic flow changes on the adjacent streets during construction <br />phase. The impacts to the traffic will be temporary and will cease upon the project completion. It is <br />anticipated that in the long term, intersections and roadway segments in the project area would <br />continue to operate at an acceptable LOS. <br />Therefore, the proposed project will not exceed individually or cumulatively, the level of service <br />standards established by the Congestion Management Program.
