MINUTES: Councilmember Lopez gave a brief presentation regarding developing <br /> and implementing a Santa Ana Police Department policy requiring the installation <br /> and use of in-car video recording systems in all patrol vehicles, with automatic <br /> activation during vehicular pursuits, code-3 responses, and other critical <br /> enforcement activities, and to return to the City Council within 90 days with a final <br /> policy and implementation plan. <br /> Councilmember Penaloza returned to the dais at 8:11 P.M. <br /> Councilmember Bacerra spoke in opposition to the item due to its redundancy and <br /> suggested referring the concept to the Police Oversight Commission. <br /> Councilmember Hernandez spoke in support of the item. <br /> Mayor Pro Tern Vazquez spoke in support of the item. <br /> Councilmember Phan spoke in support of the item and stated she is interested in <br /> obtaining additional data. <br /> Mayor Amezcua asked for more details on the 30 second delay when turning on <br /> body-cameras, cameras within police vehicles, and how many cameras will need <br /> to be purchased for vehicles. <br /> Police Chief Robert Rodriguez explained all officers in the field are equipped with <br /> body-worn cameras, which include a 30-second buffer that captures footage prior <br /> to activation and continues recording until the device is turned off. He described <br /> the placement of dash cameras within police vehicles and additional cameras <br /> mounted on top of vehicles to provide a 360-degree view. He stated approximately <br /> 54 additional cameras would need to be purchased, confirmed detectives also <br /> wear body-worn cameras, and clarified there are no recording devices inside the <br /> vehicles. <br /> MayorAmezcua requested a report be brought back to Council with additional data <br /> on which other agencies utilize body-worn and vehicle cameras, the associated <br /> costs and potential funding sources, and mentioned having discussions with <br /> Neighborhood Association leaders regarding their expectations. <br /> Councilmember Penaloza echoed Councilmember Phan's comments and <br /> requested data on what additional capabilities or benefits the cameras could <br /> provide. <br /> Councilmember Lopez spoke regarding Councilmember Penaloza's request. <br /> Councilmember Bacerra asked for clarification on what the Flock cameras do. <br /> Police Chief Rodriguez explained Flock cameras capture license plates on <br /> vehicles. <br /> CITY COUNCIL 16 OCTOBER 7, 2025 <br />
