CITY COUNCIL 12 OCTOBER 21, 2025 <br />16. Resolution Declaring City-Owned Properties as Surplus Land and Exempt <br />Surplus Land Pursuant to the California Surplus Land Act and Directing the <br />City Manager or their Designee to Comply with the Requirements of <br />Government Code §54220 et seq. for the Sale and Activation of Surplus Land <br /> <br />Department(s): Public Works Agency <br /> <br />Recommended Action: <br />1. Adopt a resolution declaring City-owned property as surplus land and exempt <br />surplus land and direct the City Manager or designee to comply with the <br />requirements of Government Code §54220 et seq. for the sale and transfer of <br />ownership accordingly. <br /> <br />RESOLUTION NO. 2025-045 entitled A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA DECLARING VARIOUS <br />PROPERTIES AS SURPLUS LAND AND EXEMPT SURPLUS LAND AND <br />DIRECTING THE CITY MANAGER TO FOLLOW THE PROCEDURES SET <br />FORTH IN THE SURPLUS LAND ACT, CALIFORNIA GOVERNMENT CODE <br />SECTION 54220, ET SEQ., AS AMENDED, FOR THEIR DISPOSITION <br /> <br />2. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review pursuant to Section <br />15312 (Surplus Government Property Sales). <br /> <br />**END OF CONSENT CALENDAR** <br /> <br /> <br />MINUTES: At 7:57 P.M., the Business Calendar was considered. <br /> <br />17. Ayuda Sin Fronteras Program – Tenant Assistance Update <br />Department(s): Community Development Agency <br />Recommended Action: Receive and file and provide direction to staff. <br />MINUTES: Mayor Amezcua explained the intention of the program and expressed <br />more can be done to assist families affected by Immigration and Customs <br />Enforcement (ICE), recommended allocating an additional $150,000 to $200,000, <br />inquired whether the funding could be identified through departments with unfilled <br />positions to ensure it does not come from other essential City projects or services, <br />and asked whether the program exclusively assists Santa Ana families. <br /> <br />City Manager Alvaro Nuñez noted meeting with the Finance Director to evaluate <br />potential additional funding from departmental first-quarter salary savings and <br />stated staff would report back within 90 days. <br /> <br /> <br />BUSINESS CALENDAR <br />
