Approve an amendment to the Fiscal Year 2025-2026 Capital Improvement <br /> Program to include an additional $394,340 in construction funds for the Cypress <br /> Center Restoration Project (No. 22-6023). <br /> 2. Approve the Project Cost Analysis for a total estimated construction delivery cost <br /> of $3,894,340, which includes $3,322,512 for the construction contract, <br /> $239,578 for contract administration, inspection, and testing, and a $332,250 for <br /> unanticipated or unforeseen work. <br /> 3. Award a construction contract to Loengreen, Inc., the lowest responsible bidder, <br /> in accordance with the base bid in the amount of$3,322,512, subject to change <br /> orders, for construction of the Cypress Center Restoration Project (No. 22- <br /> 6023), for a term beginning October 21, 2025, and authorize the City Manager <br /> to execute the contract. <br /> 4. Determine that, pursuant to the California Environmental Quality Act, the <br /> recommended actions are exempt from further review. Categorical Exemption <br /> Environmental Review No. 2025-096 will be filed for this Project No. 22-6023. <br /> MINUTES: Mayor Amezcua expressed excitement for the project, thanked the City <br /> Manager for his leadership and hard work, and spoke regarding the benefits of the <br /> project to the community. <br /> Mayor Pro Tem Vazquez spoke in support of the project and thanked staff for their <br /> hard work and efforts. <br /> MOTION: Councilmember Penaloza moved to approve the recommended <br /> action for Item No. 15, seconded by Councilmember Hernandez. <br /> The motion carried, 6-0-0-1, by the following roll call vote.- <br /> AYES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br /> LOPEZ, COUNCILMEMBER PENALOZA, <br /> COUNCILMEMBER PHAN, MAYOR PRO TEM VAZQUEZ, <br /> MAYOR AMEZCUA <br /> NOES: NONE <br /> ABSTAIN: NONE <br /> ABSENT: COUNCILMEMBER BACERRA <br /> Status: 6- 0 - 0 — 1 —Pass <br /> CITY COUNCIL 11 OCTOBER 21, 2025 <br />
