Ross Street Santa Ana, CA 92701 TO: Interested Agencies, Organizations, and Individuals 20 Civic Center Plaza Santa Ana, California 92701 NOTICE IS HEREBY GIVEN that pursuant to Section 15072 of the State CEQA Guidelines, the City of Santa Ana hereby gives notice that a Draft Initial Study and Mitigated Negative Declaration (IS MND) for the Santa Ana Zoo Stormwater Capture and Diversion Project is available for review and comment. PROJECT TITLE: Santa Ana Zoo Stormwater Capture and Diversion Project (Project No. 24-6604) PROJECT LOCATION: The Project is located at 1801 East Chestnut Avenue in Santa Ana, California 92701 (APNs: 402-221-01, 402-212-02, and 402-212-01). PROJECT DESCRIPTION: The Santa Ana Zoo Stormwater Capture and Diversion (SAZSCAD) Project (Project) is being implemented by the City of Santa Ana to improve water quality in the Newport Bay Watershed, increase local water supplies, reduce flooding, and provide new recreational opportunities for the community. The Project features a large underground stormwater infiltration system in the primary parking lot and a smaller underground stormwater infiltration system in the overflow parking lot at the Santa Ana Zoo. These infiltration systems include pre-treatment devices and drywells, which route the captured runoff to layers of soil with the highest infiltration rates, helping to reduce pollutant loading to Newport Bay. The project also includes construction of a 0.25-acre pocket park at the Zoo and new paving, signage, and striping in the Zoo parking lots. The Project is designed to capture and infiltrate approximately 4.5 acre-feet of stormwater runoff per storm event from two drainage areas, covering a total of 165 acres. According to the City of Santa Ana Zoning Map, the project site is currently designated as open space and general agricultural land use zones. The area is generally surrounded by commercial and residential land. The Project proposes a 12-month construction timeframe from March 2026 to approximately March 2027. PROJECT IMPACTS: The Initial StudylMND was completed in accordance with the Lead Agency's Guidelines implementing the California Environmental Quality Act. The Initial StudylMND found that the environmental effects from the project would be less than significant with the incorporation of standard conditions and mitigation measures. HAZARDOUS WASTE SITES: The project site is not located on any known listed toxic sites pursuant to Government Code Section 65962.5. PUBLIC REVIEW PERIOD: Begins: August 7, 2025, Ends: September 5, 2025 PUBLIC HEARING: The City of Santa Ana to hold a public hearing to consider the following case will be held at 5:30 p.m. by the City Council of the City of Santa Ana on Tuesday, December 2, 2025.
