City of Santa Ana <br />3.17 Transportation/Traffic <br />Would the project: <br />California Environmental Quality Act <br />Initial Study/Mitigated Negative Declaration <br />Less Than <br />Potentially <br />Significant <br />Less Than <br />No <br />Environmental Issue <br />Significant <br />with <br />Significant <br />Impact <br />Impact <br />Mitigation <br />Impact <br />Incorporated <br />a) Conflict with a program plan, ordinance or policy <br />addressing the circulation system, including transit, <br />X <br />roadway, bicycle and pedestrian facilities? <br />b) Would the project conflict or be inconsistent <br />with CEQA Guidelines section 15064.3, subdivision <br />X <br />(b)? <br />c) Substantially increase hazards due to a <br />geometric design feature (e.g., sharp curves or <br />dangerous intersections) or incompatible uses <br />X <br />(e.g., farm equipment)? <br />d) Result in inadequate emergency access? <br />X <br />Discussion: <br />a) The Project will not conflict with any program, plan, ordinance, or policy related to the circulation <br />system. Roadways will not be modified as part of the Project, and therefore, no impacts are <br />anticipated. Additionally, there are no transit lines along the Project area boundary, and the site is <br />not located along a bikeway as defined by the City's General Plan. While construction activities may <br />temporarily affect pedestrian crosswalks and surrounding roads, these impacts are expected to be <br />less than significant. <br />b) CEQA Guidelines Section 15064.3(b) provides criteria for evaluating transportation impacts, including <br />those related to land use and transportation Projects, qualitative analysis, and methodology. <br />According to the guidelines, the Project is located within one-half mile of an existing transit stop or <br />transit corridor and are presumed to result in less -than -significant transportation impacts. The <br />nearest transit stops are located at E. 1st Street and N. Lyon Street, and E. 1st Street and Cabrillo Park <br />Drive, each approximately 0.25 miles from the Project site. Although these transit stops are within <br />0.5 miles of the Project site, the Project will not interfere with these transit stops or affect transit <br />routes. Therefore, transportation impacts are anticipated to be less than significant. <br />c) The Project will not alter any traffic design features, and no significant impacts are anticipated. <br />d) None of the roads bordering the Project area are designated as arterial roads in the City's Master <br />Plan of Streets and Highways. During construction, lane closures may occur; however, with the <br />mitigation measures TRAF-1 through TRAF-2, the Project will ensure emergency access at all times. <br />Therefore, impacts are anticipated to be less than significant with the implementation of mitigation <br />measures. <br />-42- <br />CWE7 <br />
