Video Surveillance System Upgrade and Maintenance and Repair Services <br />December 2, 2025 <br />Page 2 <br />5 <br />4 <br />6 <br />3 <br />In 2008, the City of Santa Ana contracted with a vendor to design and build a complete <br />video security system for the Police Administration Building and the Orange County <br />Civic Center. The Orange County Civic Center is located in the center of Santa Ana <br />(County Seat) and houses key federal, state, county, and local governmental facilities. <br />After conducting a comprehensive site vulnerability assessment, a gap in the protection <br />capabilities of the Historic Downtown District and Police Detention Facility was <br />identified, and funds were used to enhance the physical security of both areas. The <br />current integrated video security system provides law enforcement, and agencies at all <br />levels of government, the ability to maintain real-time situational awareness within the <br />area, and increases their capability to support investigations through the review of <br />stored video. <br />Currently, there are approximately 835 cameras, including seven Code Blue Help <br />Points, comprising the City's system. This includes cameras in the following locations: <br />SAPD Administration Building, Civic Center footprint, Santa Ana Regional <br />Transportation Center (SARTC), Historic Downtown District, City Jail Facility, City <br />libraries, Roosevelt Community Center, Garfield Community Center, Jerome <br />Community Center, City Police Athletic & Activity League (PAAL) centers, six city <br />parks/bicycle trails, and numerous pole cameras at various locations throughout the <br />City. The existing system is an over-arching network of camera and software <br />subsystems that are federated. This means that though they each have some <br />autonomy, they are all connected to the Police Department's dedicated data center, <br />which houses the main control servers. The overall system has repeatedly <br />demonstrated its value in proactive policing efforts, city liability mitigation, critical <br />infrastructure safety and security, criminal and administrative investigations, and within <br />the courts. <br />The City's current agreement with Siemens for the maintenance of the system is set to <br />expire on December 31, 2025. In order to ensure maintenance services continue <br />uninterrupted, the Police Department issued Request for Proposals (RFP) No. 25-109A <br />on August 6, 2025 on the City’s online bid management and publication system. A <br />summary of vendor participation and results is as follows: <br /> <br />1,006 <br />4 <br />58 <br />5 <br />1 <br />Vendors notified <br />Santa Ana vendors notified <br />Vendors downloaded the RFP packet <br />Responsive Proposals received <br />Responsive Proposal received from Santa Ana vendor <br />Proposals were solicited, opened on September 3, 2025, and evaluated. Five proposals <br />were submitted by the RFP deadline and were determined to be responsive to the <br />specifications and met the City’s requirements. The proposals were evaluated and <br />scored by a committee according to the criteria identified within the RFP, including <br />Background, Qualifications & Experience (25%), Key Personnel / Proposed Staffing
