Memorandum of Understanding between the City of Santa Ana and the Confidential <br />Association of the City of Santa Ana <br />December 2, 2025 <br />Page 2 <br />5 <br />4 <br />5 <br />7 <br />Other key terms of the agreement include: updated discipline and grievance processes; <br />providing contributions to vision coverage for employees; modifying the number of unused <br />sick leave hours that may be converted to CalPERS service credit to a maximum of three <br />hundred fifty-two (352) hours; and increasing paid bereavement leave from three (3) days <br />to five (5) days. <br />Lastly, pursuant to Resolution No. 2021-026, there are unrepresented classifications that <br />mirror the salary increases and terms and conditions of employment of CASA. The <br />attached Resolution merely updates the respective salary schedule of the unrepresented <br />classifications as a result of the salary increases provided to CASA. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with these actions. <br />FISCAL IMPACT <br />The estimated annual cost of the agreement during the three (3) year period is $493,402 <br />for FY 2025-26, $874,861 for FY 2026-27, and $1,182,342 for FY 2027-28, for a total <br />estimated cost of $2,550,605. The estimated annual cost for the associated <br />unrepresented classifications during the three (3) year period is $38,808 for FY 2025-26, <br />$64,908 for FY 2026-27, and $87,475 for FY 2027-28 for a total estimated cost of <br />$189,192. The FY25-26 budget included a 4% set-aside for increased compensation. <br />Based on current year employee position vacancies, the FY25-26 budget is sufficient to <br />absorb the amount in excess of the set-aside for the first year of the MOU. <br />EXHIBIT <br />1.
