Use caution when opening attachments or links. <br />I am requesting CC Members to comment on the incident involving Officer Manual Delgadillo that occurred <br />between the dates of December 18, and December 22, 2025. This incident occurred in the SAPD station men's <br />locker room in which up to 17 police officers had to remove him from a handicap bathroom stall which resulted <br />in damaging the bathroom stall to remove him. The on duty watch commander was Commander Couso who <br />was directing two sergeants and up to 17 officers. This incident was captured on several body worn cameras <br />which Deputy Chief Andrade later directed Commander Couso to delete from the system. I also want to know <br />if the CC members were notified via a significant event email and was there an inquiry as to how many calls <br />were delayed in service to the public due to this waste of resources. <br />2 <br /> <br />
