Resolution No. 2025-XXX <br />Page 1 of 2 <br />RESOLUTION NO. 2025-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER AND <br />THE CHIEF OF POLICE OR THEIR DESIGNEE(S) TO <br />ENTER INTO AN AGREEMENT WITH THE CITY OF <br />ANAHEIM FOR THE FY2024 URBAN AREA SECURITY <br />INITIATIVE FUNDING PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A.The United States Department of Homeland Security has developed the <br />Urban Area Security Initiative funding program (UASI). UASI provides <br />funds to local emergency first responders to purchase equipment, planning, <br />training, exercises and technical assistance to enhance security and <br />preparedness to prevent, respond to, and recover from acts of terrorism. <br />B.In FY 2006 the United States Department of Homeland Security combined <br />the Anaheim and Santa Ana Urban Areas into a single Urban Area, and <br />provided for shared administrative responsibilities between Santa Ana and <br />Anaheim. In FY 2024, the City of Anaheim is the lead administrative agency <br />for UASI funding. <br />C.The City of Santa Ana has been awarded funding from the City of Anaheim <br />for the fiscal year 2024 UASI in the amount of $1,655,974. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Manager and the Chief of Police or their designee(s) to enter into <br />agreements with the City of Anaheim for the FY 2024 Urban Area Security Initiative <br />funding program in the amount of $1,655,974, including but not limited to an agreement <br />to accept the grant funding; a transfer or purchase of equipment services agreement with <br />the City of Anaheim; and a memorandum of understanding for the FY 2024 Urban Areas <br />Security Initiative. <br />Section 3. The authorization provided herein shall delegate the authority to the <br />City Manager, or their designee, to conduct all negotiations, sign and submit all <br />documents, including, but not limited to applications, agreements, and amendments, in <br />furtherance of and funded solely by the FY 2024 UASI grant funds, including but not <br />limited to agreements with contractors, consultants and vendors as necessary to <br />implement the goals set forth by the Urban Area Security Initiative funding program and <br />Exhibit 2
