Proposal for Preparation of an Initial Study/Mitigated Negative Declaration (IS/MND) <br /> and Technical Analyses for Bella Terra Residential Community and Temple in the City of <br /> Santa Ana, County of Orange—Master Agreement A-2023-194-15 <br /> Dear Heidi Jacinto: <br /> Psomas appreciates the opportunityto submit a Scope of Work(SOW),Cost Estimate, and <br /> Schedule for preparation of an Initial Study/Mitigated Negative Declaration (IS/MND)for the <br /> proposed Bella Terra Residential Community and Temple (Project or proposed Project), located in <br /> Santa Ana (City).The services for all tasks related to the IS/MND, as scoped herein, assume an end <br /> date of December 31, 2025.The City of Santa Ana is the Lead Agency on the environmental <br /> document. <br /> Psomas is a full-service environmental,engineering, construction management,and land survey <br /> firm. Psomas' Environmental and Resource Management Group provides California Environmental <br /> Quality Act(CEQA)and National Environmental Policy Act(NEPA) documentation; biological <br /> resources surveys and assessments; regulatory services and permitting; habitat restoration <br /> planning; cultural resources assessments and monitoring; air quality, greenhouse gas emissions, <br /> and noise analyses; and Geographic Information Systems (GIS) mapping and spatial analyses. <br /> Psomas proposes a Project team with CEQA expertise in in-fill re-development residential projects <br /> to assist the City and the Project team with preparation of an IS/MND for the proposed Project. I, <br /> Alia Hokuki,AICP, am a Senior Project Manager and Vice President with over 29 years of experience <br /> in preparing environmental documentation pursuant to CEQAfor a variety of project types, <br /> including residential and nonresidential in-fitl projects. In addition, I will operate as the main point <br /> of contact and Principal-in-Charge to the City and Project team with the responsibility of ensuring <br /> work is completed on schedule and within budget.Jessica Hitchcock will be the Project Manager, <br /> and we will work closelythrough completion of the Project. <br /> We will be supported by a team of highly qualified and experienced in-house staff, and <br /> all technical analyses included in this SOW will be conducted by Psomas'technical <br /> staff.We assume a Hydrology and Water Quality Management Plan,a Geotechnical <br /> www.Psomas.corn <br />
