RESOLUTION NO. 2025-052 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER AND <br />THE CHIEF OF POLICE OR THEIR DESIGNEE(S) TO <br />ENTER INTO AN AGREEMENT WITH THE CITY OF <br />ANAHEIM FOR THE FY2024 URBAN AREA SECURITY <br />INITIATIVE FUNDING PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines, and <br />declares as follows: <br />A. The United States Department of Homeland Security has developed the Urban <br />Area Security Initiative funding program (UASI). UASI provides funds to local <br />emergency first responders to purchase equipment, planning, training, exercises <br />and technical assistance to enhance security and preparedness to prevent, <br />respond to, and recover from acts of terrorism. <br />B. In FY 2006 the United States Department of Homeland Security combined the <br />Anaheim and Santa Ana Urban Areas into a single Urban Area, and provided for <br />shared administrative responsibilities between Santa Ana and Anaheim. In FY <br />2024, the City of Anaheim is the lead administrative agency for UASI funding. <br />C. The City of Santa Ana has been awarded funding from the City of Anaheim for the <br />fiscal year 2024 UASI in the amount of $1,655,974. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and directs <br />the City Manager and the Chief of Police or their designee(s) to enter into agreements with <br />the City of Anaheim for the FY 2024 Urban Area Security Initiative funding program in the <br />amount of $1,655,974, including but not limited to an agreement to accept the grant funding; <br />a transfer or ,purchase of equipment services agreement with the City of Anaheim; and a <br />memorandum of understanding for the FY 2024 Urban Areas Security Initiative. <br />Section 3. The authorization provided herein shall delegate the authority to the City <br />Manager, or their designee, to conduct all negotiations, sign and submit all documents, <br />including, but not limited to applications, agreements, and amendments, in furtherance of <br />and funded solely by the FY 2024 UASI grant funds, including but not limited to agreements <br />with contractors, consultants and vendors as necessary to implement the goals set forth by <br />the Urban Area Security Initiative funding program and applies to any and all FY 2024 UASI <br />grant monies awarded under this grant and documents required for authorization in <br />furtherance of these grant monies. <br />Resolution No. 2025-052 <br />Page 1 of 2 <br />
