ARTICLE I <br /> 1..0 RECOGNITION <br /> 1.1 Pursuant to the provisions of the Meyers-Milias-Brown Act, Government Code Section <br /> 3500, et seq., the City of Santa Ana (hereinafter called "the City") has recognized the <br /> Confidential Association of Santa Ana (hereinafter called "CASA" or "Association") as <br /> the majority representative of the bargaining unit which includes all full-time employees <br /> employed by the City of Santa Ana in classifications heretofore designated as <br /> "confidential" and which are listed in Exhibit A of this Memorandum of Understanding <br /> ("MOU"). <br /> 1.2 Notwithstanding the following provisions of this MOU, the parties agree that they have <br /> .intended nothing herein to entitle, alter, or award Civil Service rights or privileges to any <br /> employee represented by CASA who is in the Excepted (Exempt) Service of the City of <br /> Santa Ana. <br /> 1.3 During the term of this MOU,no substantive issue of representation shall be raised contrary <br /> to this MOU except as provided in this MOU or in Resolution No. 81-75, the Employer- <br /> Employee Relations Resolution of the City of Santa Ana. <br /> 1A The term "employee" or "employees" as used herein shall refer only to full-time CASA <br /> employees of the City. <br /> 1.5 It is the purpose of this MOU to promote and provide for harmonious relations, <br /> cooperation, and understanding between the City and employees covered by this MOU.
