31. Patents and Intellectual Property Rights <br /> Recipients are subject to the Bayh-Dole Act, 35 U.S.C. § 200 et seq. and <br /> applicable regulations governing inventions and patents, including the regulations <br /> issued by the Department of Commerce at 37 C.F.R. Part 401 (Rights to Inventions <br /> Made by Nonprofit Organizations and Small Business Firms under Government <br /> Awards, Contracts, and Cooperative Agreements) and the standard patent rights <br /> clause set forth at 37 C.F.R. § 401 .14. <br /> 32. SAFFCOM <br /> If the Applicant receives federal financial assistance awards made under <br /> programs that provide emergency communication equipment and its related <br /> activities, the Applicant must comply with the SAFECOM Guidance for Emergency <br /> Communication Grants, including provisions on technical standards that ensure <br /> and enhance interoperable communications. <br /> 33. Terrorist Financing <br /> The Applicant must comply with Executive Order 13224 and United States law that <br /> prohibit transactions with, and the provisions of resources and support to, <br /> individuals and organizations associated with terrorism.
