The <br />Project encourages economic growth by creating jobs and attracting <br />investment, while its design ensures compatibility with the surrounding <br />neighborhood and enhances the area’s physical character. <br /> <br />Land Use Element <br /> <br />Approval of the proposed Project is consistent with the General Plan land <br />use designation of Flex-1.5, which is intended to support context- <br />appropriate development on sites with existing compatible uses. The <br />Industrial/Flex designation allows a mix of clean industrial and creative <br />uses, including office-industrial flex spaces, small-scale clean <br />manufacturing, research and development, retail, artist galleries, and <br />live-work units. The expanded self-storage facility aligns with this intent <br />by enhancing neighborhood vitality and providing a neighbo rhood- <br />serving amenity for local residents. The Project advances Land Use <br />Element Goals 2, 3, and 4 by promoting reinvestment in an aging <br />property, ensuring the new three-story building is compatible in scale and <br />massing with the surrounding neighborhood, serving as an effective <br />buffer between residential and industrial uses, and improving the public <br />realm through quality architecture and enhanced street-facing design. <br /> <br />Economic Prosperity Element <br /> <br />The Project supports Goal EP-1 by creating and retaining local jobs <br />through the expansion of the self-storage facility. It also furthers Goal <br />EP-3, which promotes a business-friendly environment, by modernizing <br />an existing business and demonstrating ongoing investment in the <br />community. These help foster a positive climate for business growth and <br />retention. Consistent with Policy EP-3.7, the Project encourages further <br />development and investment in Santa Ana’s community. <br /> <br />Housing Element <br /> <br />By modernizing and expanding the self-storage facility and upgrading <br />the on-site manager’s apartment, the project addresses a unique <br />housing need by providing on-site residential accommodations for facility <br />staff, thereby supporting Goal HE-2 of providing diverse housing by <br />upgrading the on-site manager's apartment and offering secure, on-site <br />storage amenities for residents in higher-density areas that may <br />otherwise lack such facilities onsite. The Project’s provision of secure <br />storage supports residents in higher-density housing by addressing <br />space limitations, thereby complementing the City’s efforts to foster a <br />diverse and livable community. <br /> <br />
