000 <br /> a <br /> SAGECREST <br /> PLANNING a ENVIRO—ENrAL <br /> SCOPE OF WORK <br /> Sagecrest is pleased to provide this proposal for Peer Review of an Initial Study <br /> Mitigated Negative Declaration (IS/MND). Sagecrest and the subconsultant team will <br /> conduct a third-party Peer Review of the IS/MND and associated studies prepared by <br /> Michael Baker International. <br /> Sagecrest will attend meetings with Planning staff as necessary and at least four (4) <br /> public hearings to provide staff support during public meetings as needed, including <br /> responding to Planning Commission and City Council inquiries regarding the technical rf2 <br /> analysis. Sagecrest's work plan details our approach to developing, managing, and - <br /> implementing all actions for the Peer Review as follows: <br /> Task 1 - Kick-Off Meeting/Request for Information <br /> The Sagecrest project manager will meet with the City project manager to discuss the <br /> project and request/receive all project related materials necessary to conduct the <br /> IS/MND Peer Review. <br /> Task 1 Deliverable(s): Attendance at kick-off meeting <br /> Task 2 - Technical Studies Peer Review <br /> Upon receipt of the Notice to Proceed (NTP), Sagecrest will review the Fiscal Impact <br /> and Economic Benefit Analysis, Air Quality, Greenhouse Gas, and Energy Study, Noise <br /> Study, General Biological Habitat Assessment, Jurisdictional Determination and <br /> Consistency Analysis Report, and Phase I Environmental Site Assessment prepared by <br /> the Applicant's consulting team. The purpose of this review is to ensure the technical <br /> studies adequately identify and, if necessary, mitigate all potential impacts from the <br /> proposed project in accordance with the City of Santa Ana and CEQA guidelines. <br /> Each technical study will be reviewed by specific technical specialists. <br /> The peer review deliverable will include mark-up PDF versions of the reports as well as <br /> preparation of a brief memorandum of findings that will include a bulleted list of <br /> general comments followed by bulleted lists of specific comments for the report, broken <br /> down by individual section. Finally, the peer reviews will conclude with a summary that <br /> highlights any issues identified in the reports and recommendations for moving forward. <br /> No supplemental background research will be completed as part of the peer review. <br /> Should additional research or tasks be required, Sagecrest will include appropriate <br /> recommendations in the peer review memorandum. Sagecrest assumes up to three <br /> rounds of peer review for the technical studies. <br /> The following tasks describe the sub-tasks for each technical study under Task 1. <br /> City of Santa Ana-CEQA Peer Review Services <br />
