1.2 Purpose of Study <br />The purpose of this analysis is to conduct a rate study which evaluates the City's current utility rates and <br />financial data and propose new rates for its Water and Sewer services, if necessary, to meet the City's <br />financial and strategic goals. Strategic goals include funding critical capital improvements and increasing <br />system resilience. <br />The primary objectives of this Study include: <br />• Projecting revenues and expenses for a ten-year study period <br />• Proposing five-year revenue adjustments to fund the City's operational and capital plans to ensure <br />long-term performance of the systems <br />• Addressing the City's aging infrastructure by supporting timely replacements to prevent failures <br />• Proposing rates that aim to minimize the impact on customers <br />• Producing an administrative record which effectively summarizes all findings <br />• Supporting the City through the Proposition 218 process <br />1.3 Rate Recommendations and Proposed Rates <br />City of Santa Ana - 2026 Water and Sewer Rate Study 4 <br />
