City Clerk's Office <br />www.santa-ana.org/city-clerks-office <br />Item # 26 <br />o`er City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 20, 2026 <br />TOPIC: Selection of Mayor Pro Tern for 2026 <br />AGENDA TITLE <br />Selection of Mayor Pro Tern for 2026 Pursuant to Santa Ana City Charter Section 405 <br />RECOMMENDED ACTION <br />Nominate and elect one Councilmember to serve as Mayor Pro Tern for calendar year <br />2026. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />Santa Ana City Charter, Section 405, reads, "Each calendar year, at the first meeting in <br />January, the City Council shall elect a mayor pro tem who shall act as mayor during the <br />absence from the City or disability of the mayor, or during any vacancy in the office of <br />mayor until otherwise filled in accordance with section 403." <br />Section 405 provides that all members of the City Council, other than the mayor, shall <br />be eligible to serve as mayor pro tem regardless of their seniority or whether they have <br />previously served as mayor pro tem, with the exception that the mayor pro tem from the <br />previous year cannot be selected as the mayor pro tem for the next year. Pursuant to <br />this section, all members of the City Council are eligible to serve as Mayor Pro Tern for <br />2026, with the exception of Mayor Amezcua and Mayor Pro Tern Vazquez. <br />The mayor pro tem serves at the will and pleasure of the City Council and may be <br />replaced by four affirmative votes of the City Council. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />
