The county <br />covers only 6% of the shelter's budget, the cities 94%. OC needs to be transparent about the <br />implementation (or not?) of the shelter's taxpayer -funded Strategic Plan. It also needs to value its experienced <br />volunteers, instead of restricting them to crowded walkways and yards deteriorating into mud pits. <br />
