Use caution when opening attachments or links. <br />Dear Alvaro Nunez, City Manager, and City Council, Santa Ana, California, <br />Government agencies operate on policy. Where an agency has failed to publish clear standards, its actions often result in <br />arbitrary and capricious decision -making. Currently, the primary reason for the widespread hazards created by the <br />introduction of LED light sources is this distinct lack of public policy. <br />To bridge this gap and provide a legally robust set of standards, the Soft Lights Foundation has published a Proposed <br />Lighting Ordinance for California municipalities. <br />This document serves as a comprehensive framework to address light pollution, light trespass nuisance, workplace <br />safety, and disability access —issues that are increasingly relevant to the environmental and public health goals of cities <br />across our state. We are currently sharing this with government agencies across California for formal review and <br />adoption. <br />You may review the proposed lighting ordinance here: (https://www.softlights.org/wp- <br />content/uploads/2026/01/Proposal-for-Lighting-Ordinance-Anytown-California-4.pdf) <br />We invite the City of Santa Ana to review this model ordinance for consideration and adoption.
