Forty Martyrs Armenian Church Middle School March 17, 2025 <br /> 5311 West McFadden Ave, Santa Ana Focused Traffic Impact Study <br /> EXECUTIVE SUMMARY <br /> Forty Martyrs Armenian Apostolic Church is an existing religious facility located at 5311 <br /> West McFadden Avenue in the City of Santa Ana. The project site currently consists of <br /> a church building of 5,500 square feet and an educational building of 17,500 square feet <br /> for Ari Guiragos Minassian School (PK-6), which is a subsidiary of the church. <br /> The church is seeking city's approval to construct a two-story educational building of <br /> 4,846 square feet for classrooms and laboratory of the proposed middle school (Grade <br /> 7 & 8). The proposed building will accommodate 7t" and 8t" grade students with a <br /> maximum capacity of 32 students. Consistent with the existing Ari Guiragos Minassian <br /> School (PK-6), the proposed Middle School will open Monday through Friday, and will <br /> be closed on weekends. <br /> The project is expected to generate 21 trips in the AM peak hour, including 11 inbound <br /> and 10 outbound trips, 5 trips in the PM peak hour, including 2 inbound and 3 outbound <br /> trips, and 67 daily trips. The project does not have a significant traffic impact and <br /> mitigation measure is not required. The intersection of McFadden Avenue and Euclid <br /> Street will maintain LOS "D" or better for weekday AM and PM peak hours in each study <br /> scenario. Therefore, mitigation measure is not required. <br /> The project site provides two existing access driveways on McFadden Avenue. The <br /> west driveway provides ingress and egress access to and from both directions. The <br /> east driveway allows egress traffic only. Both driveways are expected to operate at <br /> acceptable level of services for the project opening year plus project conditions. It is <br /> necessary that the height of shrubs, planting, and other visual obstructions be limited to <br /> a maximum height of thirty inches to maintain sufficient corner sight distance at the <br /> driveways. <br /> Student drop-off and pick-up times are staggered and monitored by school staff and <br /> security staff. In addition, arrangements are made with the adjacent Harut Barsamian <br /> Armenian Center to divert preschool drop-off and pick-up in its parking lot.
