RESOLUTION NO. 2026-001 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SANTA ANA APPROVING INITIAL BYLAWS FOR <br /> THE POLICE OVERSIGHT COMMISSION <br /> WHEREAS, on September 1, 2020, Ordinance No. NS-2992 was adopted by the <br /> City Council, modernizing the municipal code by organizing and consolidating all boards, <br /> commission, and committee matters into Chapter 2; and <br /> WHEREAS, on November 15, 2022, Ordinance No. NS-3029 was adopted by the <br /> City Council, establishing the Police Oversight Commission ("Commission"); and <br /> WHEREAS, Santa Ana Municipal Code Sec. 2-669 requires the Commission to <br /> develop rules for the transaction of business; and <br /> WHEREAS, at its meeting of October 9, 2025, the Commission unanimously <br /> approved bylaws for the conduct of the Commission; and <br /> WHEREAS, Santa Ana Municipal Code Section 2-669 requires that the City <br /> Council approve the Police Oversight Commission rules/bylaws. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa <br /> Ana as follows: <br /> Section 1. The bylaws for the Police Oversight Commission, attached as Exhibit <br /> A, are hereby approved. <br /> Section 2.
