The City of Santa Ana is the Lead Agency for the project pursuant to CEQA Guidelines <br />Section 15367. The IS/MND and MMRP were circulated for public review in accordance <br />with CEQA requirements, and the City Council has independently reviewed and <br />considered the environmental documentation prior to taking action on this resolution. <br />Based on the whole of the administrative record, including the IS/MND and MMRP, the <br />City Council finds that the proposed Project will not have a significant effect on the <br />environment with implementation of the adopted mitigation measures, and hereby <br />certifies the IS/MND and adopts Project MMRP, attached hereto for reference as Exhibit <br />B, in conjunction with approval of this resolution. <br />Section 6. The City Council of the City of Santa Ana, after conducting the public <br />hearing, hereby approves GPA No. 2025-01. The amendments to the General Plan are <br />attached hereto as Exhibit A and incorporated herein by this reference as though fully <br />set forth herein. This decision is based upon the evidence submitted at the above said <br />hearing, which includes, but is not limited to: the Request for Planning Commission <br />Action dated February 9, 2026, the Request for Council Action dated March 3, 2026, and <br />exhibits attached hereto; and the public testimony, written and oral, all of which are <br />incorporated herein by this reference. <br />[Signatures on the following page] <br />Resolution No. 2026-XXX <br />Page 3of5 <br />
