Golf Course Equipment <br /> April 7, 2026 <br /> Page 2 <br /> that the majority of the equipment will remain operational for several additional years <br /> before phased replacement becomes necessary. <br /> While portions of the fleet may require phased replacement over time, the purchase price <br /> remains significantly below conservative market resale value and well below the <br /> estimated cost of replacing the fleet with new equipment. To mitigate operational and <br /> financial risk, staff will implement: <br /> • Mechanical inspections in coordination with the incoming management company <br /> • Detailed equipment condition and usage reports <br /> • Identification of immediate and near-term replacement priorities <br /> • Development of a structured five-year capital replacement plan <br /> The incoming management company will participate directly in inspection validation and <br /> replacement planning to ensure the fleet supports operational standards from day one. <br /> Santa Ana Municipal Code, Section 2-807(a), authorizes the City to make non-bid <br /> purchases of services, supplies, materials, and equipment whenever it shall appear that <br /> there is only one reasonably available source or where solicitation of bids would for any <br /> reason be an idle act. <br /> ENVIRONMENTAL IMPACT <br /> The proposed action is exempt from the California Environmental Quality Act (CEQA) <br /> pursuant to CEQA Guidelines Section 15301 (Class 1 — Existing Facilities), as the <br /> purchase of maintenance equipment involves no expansion of use and supports ongoing <br /> operation of an existing public facility. <br /> FISCAL IMPACT <br /> Funds are available and budgeted in the following account for the specified year: <br /> Fiscal Year Accounting Unit- Fund Accounting Unit, Amount <br /> Account # Description Account Description <br /> FY 25-26 01113017-66400 General Fund PRCSA-Service $154,825 <br /> Enhancement, <br /> Machinery & Equipment <br /> EXHIBIT(S) <br /> 1.
