1 ®. The Police Department Emails. <br /> 2 ' <br /> 70. On July 28, 2021, Sergeant Jim Armstrong sent an email to the entire Police Department <br /> 3 ' <br /> 4 professing his dedication to Chief Valentin and accusingPOA President Serrano of having a vendetta against <br /> 5 the Chief. <br /> 6 71. Corporal Leo Rodriguez responded to the entire Department to correct one ofthe statements <br /> 7 <br /> in Sergeant Armstrong's email. <br /> 8 <br /> 9 72. Both of these individuals violated the Police Department email policy because they sent an <br /> 10 email to"PD ALL"without prior authorization from a Commander. <br /> 11 73. The same day, Sergeant Lizardi sent an email to "PD SERGEANTS" and "PD <br /> 12 <br /> CORPORALS" soliciting participation in an attempted removal of Sergeant Serrano as POA President. <br /> 13 <br /> 14 74. Sergeant Montiel responded to all and said that he also did not support Sergeant Serrano. <br /> 15 75, On July 29, 2021, Deputy Chief Eric Paulson sent a Department-wide email reminding <br /> 16 personnel about the City's email policy. <br /> 17 <br /> 18 76. On this date,CARDENAL responded to Sergeant Montiel's email,advising him that there <br /> 19 were several complaints that were made against Chief Valentin(including lawsuits)that had nothing to do <br /> 20 with Sergeant Serrano, <br /> 21 77. CARDENAL identified himself as one of these employees. <br /> 22 <br /> 78. CARDENAL's email did not respond to the entire Department but, rather, to an email <br /> 23 <br /> 24 between supervisors about the working conditions at the Department. <br /> 25 P. CITY Retaliated Against CARDENAL for his Protected <br /> 26 Disclosures/Complaints. <br /> 27 <br /> 79. On August 5, 2021, CARDENAL - who had not violated Department email policy- was <br /> 28 <br /> written up by Commander Viramontes for purportedly violating same. <br /> 12 <br /> CARDm&v.CIPYOFSANPAANA CASSNO. <br /> COM'PrANY <br />
