I N. Chief Valentin Reacted to the Potential No Confidence Vote by Attempting to <br /> 2 <br /> Threaten Officer not Considered to be in his "Camp/Gang". <br /> 3 <br /> 4 88. During the first few days of July 2021,Chief Valentin responded by attending Watch 1,2 and <br /> 5 3 roll calls in an attempt to intimidate officers against voting for"no confidence." <br /> 6 89. During these roll calls, Chief Valentin said something along the lines of: "If you don't like <br /> 7 <br /> working at Santa Ana, go to some other police department." <br /> 8 <br /> 9 90. For whatever reason,certain persons at CITY have decided(and made public their decision) <br /> 10 that the Orange Police Department to be a"low level", "not serious"police department. <br /> 11 91. In July of2021,following Chief Valentin's above statements,MENENDEZ and several other <br /> 12 <br /> patrol officers received City of Orange Police Department applications in their police department mailboxes. <br /> 13 <br /> 14 92. As MET Officers Buchanan, Perez and Andres were witnessed near the mailboxes during <br /> 15 the relevant time frame,it became obvious to many that members of the Valentin "camp/gang"had placed <br /> 16 the applications in non-Valentin"camp/gang" officers' mailboxes. <br /> 17 <br /> 93. MENENDEZ immediately filed a complaint with Commander(now Deputy Chief) Sergio <br /> 18 <br /> 19 Enriguez. <br /> 20 94. MENENDEZ was not interviewed until December of 2021 and then only by a city personnel <br /> 21 employee. <br /> 22 <br /> 95. To date, CITY has failed to provide MENENDEZ with the results of its "investigation." <br /> 23 <br /> 24 O. The July 7, 2021 POA Board of Directors Meeting. <br /> 25 96. On July 7, 2021, MENENDEZ attended the "open" POA Board of Directors meeting. <br /> 26 97. During this meeting, MENENDEZ made the motion for a membership ballot "vote of no <br /> 27 <br /> confidence" against Chief Valentin. <br /> 28 <br /> 98.
