March 24, 2026-One Broadway Plaza Addendum Peer Review- Page 14 <br /> METHOD OF APPROACH <br /> PROJECT DESCRIPTION <br /> The project site is located in the City of Santa Ana within one city block on Broadway Street between 10' <br /> Street and Washington Avenue.The 4.34-acre project site is comprised of Assessor Parcel Numbers(APNs) <br /> 398-561-18 and 398-561-03. APN 398-561-03 is zoned Midtown Specific Plan (SP 3) with a General Plan <br /> land use designation of Professional and Administration Office (PAO). The project site is located in the <br /> One Broadway Plaza District Center (OBPDC) General Plan designation and is located within the One <br /> Broadway Plaza Specific Development District (SD 75), which allows for a 37-story, 518,300 SF office and <br /> residential tower. <br /> The project would include amendment of the One Broadway Plaza entitlements to allow for 602 <br /> residential units for a total of approximately 411.,938 SF of residential and 63,990 SF of commercial and <br /> retail space.The project would include a General Plan Amendment and Zoning Ordinance Amendment to <br /> permit the increased unit count. <br /> CEQA APPROACH <br /> Based on our review of the materials provided in the request for proposals by the City and our <br /> understanding of CEQA and the environmental issues associated with the proposed project, EPD would <br /> conduct a thorough review of the Addendum and associated technical studies to ensure that the <br /> document would be consistent with the findings required under CEQA Guidelines Section 15164. Further, <br /> EPD would confirm that none of the conditions set forth in CEQA Guidelines Section 15162 are triggered <br /> requiring preparation of a Subsequent EIR. <br /> SCOPE OF WORK <br /> TASK 1. PEER REVIEW OF TECHNICAL STUDIES <br /> Upon receipt of the Notice to Proceed,the EPD team will peer review each the technical reports prepared <br /> by the Applicant's consultants for CEQA adequacy, sufficiency in covering its respective topic and City <br /> Policies related to CEQA, is consistent with the project description and contains substantial evidence as <br /> required by CEQA to support impact conclusions. EPD will also confirm each of the reports is ready for <br /> incorporation into the Addendum. The peer review will include a thorough review of each study focusing <br /> on background and existing conditions as compared with existing conditions viewed onsite during a site <br /> visit, scope assumed, methodologies and General Plan EIR mitigation applied and impact conclusions. <br /> Comments on each technical study will be made accordingly. <br /> Although not identified in the RFP, the following technical studies are assumed to be provided to EPD via <br /> the City in Microsoft Word and Adobe Acrobat PDF formats. <br /> • Air Quality& Greenhouse Gas Emissions <br /> • Water Supply Assessment <br /> • Trip Generation Evaluation <br /> MichelsonDrive, 11 <br /> Due i • Development • • Policy <br />
