1 <br /> <br />HF&H CONSULTANTS, LLC <br />SCOPE OF WORK AND FEE ESTIMATE TO PROVIDE PROFESSIONAL SOLID WASTE <br />CONSULTING SERVICES TO THE CITY OF SANTA ANA <br />MARCH 29, 2026 <br />BACKGROUND <br />The City of Santa Ana is engaging HF&H Consultants to provide professional solid waste <br />consulting services under an agreement that will utilize the current contract between the <br />City of Palm Desert and HF&H Consultants as a "piggyback" agreement. The Palm Desert <br />agreement was awarded to HF&H Consultants under the City of Palm Desert’s 2024-RFP- <br />135, SOLID WASTE, RECYCLING, AND ORGANICS CONSULTING SERVICES. <br />SCOPE OF SERVICES <br />Services will be provided on an as-needed basis as may be requested by the City. The <br />primary priority task will be to assist the City with the solid waste rate calculations to be <br />effective July 1, 2027 and preparation of certain sections of the Proposition 218 notice for <br />review and finalization by the City. (Note: The City has separately contracted with <br />EcoNomics to perform the rate stabilization work and rate analysis related to the rate <br />increase for July 1, 2026). <br />We understand the initial template for the notice will be based on the prior 5-year prop 218 <br />notice issued by the City, and that the City Attorney will review and confirm that the final <br />notice is consistent with applicable law. <br />Other tasks for which the City may request support may include the following activities that <br />will be provided on a mutually agreed upon basis to the extent that budget and schedule <br />allows: <br />1. CalRecycle Support. Consultant will assist the City with CalRecycle matters in <br />relation to the City’s solid waste and recycling activity. Consultant’s assistance with <br />CalRecycle may include: <br />A. Work with CalRecycle staff to answer and document any questions or <br />concerns regarding the City's solid waste, recycling and organics programs. <br />Consultant shall respond to City's request to contact CalRecycle for any <br />issue or concern. <br />2. Provide Technical and On-Call Support for the Administration of the City’s Solid <br />Waste Franchise Agreement. Consultant shall provide support to the City with the <br />administration of the City’s agreement with its solid waste and recycling collection,
