Award a Construction Contract to Doja, Inc. for the Construction of the 10th and Flower <br />Park and 10th and Flower Stormwater Capture Projects <br />April 21, 2026 <br />Page 2 <br />6. Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $5,811,975, which includes $4,649,580 for the construction contract, $697,437 <br />for contract administration, inspection, and testing, and $464,958 for <br />unanticipated or unforeseen work. <br />7. Award a construction contract to Doja, Inc., the lowest responsible bidder, in <br />accordance with the base bid and bid alternates in the amount of $4,649,580, <br />subject to change orders, for construction of the 10th and Flower Park and 10th <br />and Flower Stormwater Capture Projects (No. 26-6642 and 26-6601), for a term <br />beginning April 21, 2026 and authorize the City Manager to execute the contract. <br />8. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2026-27 will be filed for Project No. 26-6642 and <br />26-6601. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The 10t" and Flower Park Project (Project No. 26-6642) will construct a new one -acre <br />neighborhood park located at the intersection of 10t" and Flower Streets, transforming <br />an underutilized site into an open space that provides recreational opportunities. The <br />project includes essential site improvements and supporting infrastructure to <br />accommodate recreational use, including a restroom, playground with interactive <br />learning elements and shade sail, outdoor exercise equipment with shade sail, skate <br />park, basketball court, walkways, utility connections, and amenities that support safety, <br />accessibility, and long-term functionality (Exhibit 1). <br />Along with the development of a new park, 10t" and Flower Park Stormwater Capture <br />Project (No. 26-6601) features an underground stormwater infiltration system and <br />Bioretention Basis that will help improve water quality, capture trash, and reduce <br />flooding on Flower Street and Civic Center Drive. The stormwater quality improvements <br />were incorporated in the park plans and the natural landscape features will complement <br />the recreational elements. Construction of the new park and stormwater improvements <br />will be completed at the same time allowing the City to leverage stormwater grant funds <br />to increase open space and improve stormwater management. <br />The projects are consistent with the City's Parks Master Plan to expand access to parks <br />and open space in underserved areas. Prior planning efforts, along with grant funding, <br />identified this location as well -suited for park development to address existing service <br />gaps. The project will provide a safe and accessible recreational space for residents, <br />contribute to neighborhood revitalization, and support the City's long-term goals of <br />increasing equitable access to high -quality parks and community amenities. <br />
